Co-hosted by the governments of France and Costa Rica, the third United Nations Ocean Conference (UNOC3) will take place in Nice, France from June 9-13, 2025. The conference will focus on “Accelerating action and mobilizing all actors to conserve and sustainably use the ocean.”

Rare’s engagement at UNOC3 will center on advancing community-led conservation of the ocean through empowered local leadership, people and community-driven policy, and innovative financial solutions for delivering resources to communities on nature’s frontlines.

NEWS: Coastal 500 to call for greater investment in local leaders

During the UN Ocean Conference, members of the Coastal 500 global network of local leaders will call on the international community and national governments to recognize and empower local governments and communities as the first line of defense against climate threats

Elevating local leadership for SDG 14

Achieving Sustainable Development Goal (SDG) 14: Life below water will depend on the participation of coastal communities. Local leaders are the connection between global ambition and local action.

Ensuring finance flows to frontline communities

We need to direct more capital to building resilient coastal communities and ecosystems, ensure communities can absorb such funding, and provide fishers and fisher households with tools to build their own economic resilience.

Community-led solutions for 30x30

To protect 30 percent of ocean by 2030 (30×30), we need to expand the ocean conservation toolbox. Rare will continue to push for tools like Other Effective area-based Conservation Measures (OECMs) that pair effective protection with sustainble use by local communities.

Charting a course to COP30 in Brazil

With COP30 in Brazil on the horizon, Rare will highlight how nature-based solutions are key to both climate mitigation and adaptation, and how community-led management is a proven a pathway to protecting these ecosystems.

Accelerating Local Action for SDG14 Roundtable
High level global goals like the SDGs are implemented at the local level. This local leaders roundtable will bring together mayors, local leaders and other stakeholders to discuss action happening around the world to localize these goals, share bright spots of effective local coastal governance, and call for action in support of local leaders and policymakers driving change on the ground. 
Financing the Equitable Implementation of 30×30
The effective and equitable implementation of SDG14: Life Below Water and the 30×30 target requires investing in coastal communities and ensuring that the economic benefits of sustainable ocean management is captured by local communities. This event will profile a suite of ready-to-scale financing examples that support community led ocean conservation, including Rare’s Small-Scale Fisheries Impact Bond.
Financing the Future of Coastal Communities: Scaling Solutions for Sustainable Fisheries and Aquaculture (Blue Economy & Finance Forum – …)
This event at the Blue Economy & Finance Forum in Monaco ahead of the UN Ocean Conference will explore how we can reimagine how public and philanthropic finance flows to frontline communities.
30x30x30 Brazil: Accelerating Marine Protection Towards COP30
In partnership with the Brazilian government, World Wildlife Foundation and Conservation International, Rare will co-host this high level event profiling Brazil’s leadership in global marine conservation, sharing updates from national progress  in advancing the 30×30 target and SDG 14 in the lead-up to COP30. 

Collaborative ocean funding: A bridge to sustained local action for marine conservation and livelihoods
This event co-hosted by Rare, Wildlife Conservation Society, World Wildlife Fund, Flora & Fauna, the Ocean Risk and Resilience Action Alliance and the UN International Organization for Migration will showcase promising initiatives that strengthen the enabling environment for community-led conservation, and highlight the critical importance of ensuring that communities have the rights, resources, and support needed to protect shared ecosystems and sustain their livelihoods.
